Idk why people hate QoS so much it’s a fun movie Spectre is by far the worst of them allīut ultimately, this writing of the scene comes from the exact same mindset that made George Lucas have Greedo shoot first in the STAR WARS re-issue - the hero needs to be retaliating, never instigating. Sort of similar to Goldfinger with his gold play nobody saw coming cause people usually steal gold not devalue someone else’s supply. It’s definitely sloppy as fuck but it was actually pretty cool overall as far as bond concepts goes. This is just one of the projects of spectre to gain global control and influence. In reality he gained control of most of the water supply to the country at a fraction of the cost and became the utility supplier to the country without a shot fired and elected his own president to do his bidding. So they didn’t have a problem with it as long as they got a cut.
America and the new Bolivian government pawns all assumed they wanted oil with the seemingly worthless land they were buying because nobody else cares about anything other resources ( hence the CIA noticing the piping they were buying and wanting in on the oil or diamonds finds). They were doing this in Bolivia by controlling the water supply to the whole country.
